A study commissioned in 1985 by the Quebec Union of Municipalities on the macro-economic effect of accelerated spending on municipal infrastructure concluded that if the federal government took part in a tripartite program, it would recover most, if not all, of its investment, through increased tax revenues in the form of personal income tax and GST, as well as reduced welfare payments and employment insurance benefits.
